In the NAV days the access to the ERP system was done through a combination of a license file and permission sets. You would have requested the license from Microsoft through your partner, loaded on the server, and the permissions would be assigned to the users in the client app by an admin. But, in cloud, the concept of a license file is gone and is being replaced by entitlements.
